I'm having the same issue. Looking at the diagnostics logs it appears that the upgrade couldn't find the drivers: There are no drivers posted for Apple Inc. Apple claims that all system file permissions are now automatically protected and updated during software updating. Most times, the steps above will usually fix your problem. However, if it did not work for you, there are a few additional steps that you can take before you decide to Reinstall macOS. Doesn't do it on my Early 2009 13' MBP. Danieltothemax wrote. I'm going to try to reinstall later if I get some time (at work now) but it would be nice if this could be resolved without a full reinstall.
